If you have reasonable grounds to believe an offense has been committed contrary to a provincial or federal statute, a regulation made under that statute, or a municipal bylaw, you may prosecute the offender yourself. Before launching a private prosecution, you may want to make a complaint to the police. If the police refuse to lay charges and you believe there is enough evidence of an offense to support a conviction, you may lay your own charges.
